Join transportation engineers, designers, and planners from across the country to learn about recent updates to the Federal Highway Administration (FHWA) Crash Modification Factors (CMF) Clearinghouse, and how CMFs are being applied in Road Safety Audits (RSA) and determining the impacts of CAV Technology.
Presenters:
Matt Hinshaw, FHWA, and Taha Saleem, with the University of North Carolina Highway Safety Research Center (HSRC) and manager of the CMF Clearinghouse, will provide an overview of the CMF Clearinghouse and the resources available for your assistance.
Kate Bradbury, Parametrix, will present on the use of CMFs in an RSA for Olympic National Park.
Karen Timpone, FHWA, and Raul Avelar, Texas A&M Transportation Institute, will present on the impacts of CAV Technology on Proven Safety Countermeasures.
Raghavan Srinivasan, HSRC, will present an overview of the various current and recently completed CMF-related National Cooperative Highway Research Program (NCHRP) projects.
Continuing education: Attendees will be eligible to receive a certificate of completion for 1.5 hours that can be applied toward Professional Development Hours (PDH) credit, per State requirements.

Data Download (API)
The CMF Clearinghouse provides a Data Download (API) with data extracts in XML and XLS formats. These files are updated regularly and reflect the full content of the CMF Clearinghouse. They are intended for those who have developed software tools and would like to have a mechanism to automatically ingest new CMF Clearinghouse data on a regular basis. The files can be accessed HERE. These data extracts and the accompanying data dictionary were recently updated to reflect improved data standards implemented recently to present a uniform data formatting structure.
Complete Streets / TSMO Tags for Related CMFs
The CMF Clearinghouse tags CMFs for various Complete Streets and Transportation Systems Management and Operations (TSMO) strategies. These tags continue to be added to new relevant CMFs being added to the CMF Clearinghouse. To allow users to easily search for these tagged CMFs, the “Complete Streets” and "TSMO" search terms are present in the frequent search terms on the CMF Clearinghouse website homepage.
New CMF Clearinghouse Rating System
The CMF Clearinghouse transitioned to the new CMF rating system on February 15, 2021. The CMF ratings continue to be presented on a 5-Star scale, along with the total score calculated using the new rating system. The Updated CMF Star Ratings page on the CMF Clearinghouse website lists several resources that provide an overview of the rating system transition and answers questions regarding what’s changed and what to expect as a result of this transition.

Coming Soon: A New Course from the National Highway Institute (NHI) – An Introduction to Data-Driven Safety Analysis (DDSA)
Course Number: FHWA-NHI-380125
In this new, web-based and self-paced course, you will learn about some of the potential limitations of current safety analysis methods such as crash frequency and crash rate as well as more reliable methods such as the use of predicted and expected crashes. You will then learn how to determine the appropriate scale and scope of a safety analysis effort and the associated data requirements. An important focus of the course is on the application of results and how the results can (and cannot) be used. Throughout the course, you will learn how to 'talk the talk' so you can confidently discuss the results of DDSA with technical and non-technical audiences, including other transportation professionals and the public. If you want to 'walk the walk', there are a number of other trainings resources available. You'll learn about these as well. While this foundational course will cover the basic terms and explain the benefits of DDSA, it should stimulate the learners to engage in DDSA efforts within their agency and provide the direction they need to seek additional information and support as needed. Successful completion of this course should take approximately 8 hours.
Upon completion of the course, participants will be able to:
Explain the value of using DDSA to support decision-making.
Describe the application of DDSA methods to consider safety performance.
Identify data to support DDSA methods and decisions.
Communicate the results of DDSA to other transportation and safety professionals.
Identify tools and resources to support DDSA.

Submit a Study
The CMF Clearinghouse welcomes CMF study submissions to be included in its searchable database. If you wish to submit your CMF study, please email Matt Hinshaw at matthew.hinshaw@dot.gov. Be sure to search the Clearinghouse before submitting a new CMF as we may already have it listed. You may either send a link to a resource already existing on the web (preferred) or include it as an attachment in the email. Submissions might include published research studies that are not presented in the Clearinghouse, or state-specific CMFs that were developed as part of the Highway Safety Improvement Program. Please note that the Clearinghouse only includes CMFs that are derived and presented in the studies by the authors.
